PROJECT SUMMARY:

The following Request for Proposal (RFP) is being issued by the Downtown Winnipeg BIZ to find a provider to execute a website redesign based on the anticipated rebrand of the organization.

The object of this proposal is to select the most suitably qualified contractor to develop and execute the visual design and redevelopment of the website.

BACKGROUND:

Established in 1989 by the City of Winnipeg, the Downtown Winnipeg BIZ is the oldest of Winnipeg’s 16 business improvement zones. Directed by a Board of 15 business owners/leaders and a representative from city hall, the Downtown Winnipeg BIZ markets the city centre on behalf of 1,300 businesses and partners, and runs programs and provides services that target downtown image, cleanliness, safety, transportation, and parking. We also host events and promote downtown as a great place to work, shop, and live. In addition, the BIZ is the voice of the downtown business community and advocates for continued downtown revitalization, economic development and enhanced services on behalf of our Members.

The new website will host information about the programs and services offered by the Downtown Winnipeg BIZ, an events calendar, business listings of members, downtown news and information, tour information and booking, an online shop and more. We are also open to exploring options for other features including property and residential leasing information, a robust area for Members that may offer ways for them to connect/request services, plus update and access information, and more. Our current website has a copy heavy layout, out of date information, is non-user friendly and the design reflects our old branding.

WEBSITE AUDIENCE:

Our website audience is broad and includes the following groups of individuals:

  1. Downtown Winnipeg BIZ Members
  2. Public: Downtown employees, Downtown residents, Visitors to downtown

GOALS:

Develop and execute an accessible, user-friendly hub for individuals who are looking for information about working, living, shopping and exploring downtown Winnipeg including:

  • Members and experiences downtown
  • Downtown Winnipeg accessibility and parking
  • Services and programs offered by the Downtown Winnipeg BIZ
  • Events

In addition, we would like the option to potentially add in a Members-only login for resources, advertising opportunities, the ability to update their directory listing, information on Member services and other relevant information.

PROJECT SCOPE AND FUNCTIONALITY REQUIREMENTS:

The Contractor will be responsible for the execution of the work as it pertains to the above, including, but not limited to:

  • Project management
  • UX/UI Planning
  • Layout strategy
  • Frontend development
  • Backend development
  • On-site SEO
  • Quality assurance and testing
  • Content migration
  • Content Management System (CMS) and training

Additionally, the contractor will be responsible to include the following functionality requirements to the website redesign:

  • Keyword search function
  • Accessible design
  • A members-only login section
  • SafeWalk call button
  • Responsive design that can detect the visitor’s screen size and orientation
  • An events calendar that displays ongoing/recurring events
  • Event submission option for businesses and individuals to submit their events
  • E-commerce store platform to sell merchandise, Downtown Winnipeg Tours passes, and accept payments from vendors
  • Newsletter sign up feature
  • Ability to embed code
  • Interactive map
  • Linked database for business listings

BUDGET:

Up to 35,000 for the website design and an annual recurring budget of $6,000 for maintenance and support.

Any interested party may submit a response to this RFP.

PROPOSAL SUBMISSION:

  • Approach to developing the design of the new website
  • Price
  • Quality of service
  • Background, experience and reputation
  • Resources, availability and ability to complete the project on time
  • Key personnel
  • Ongoing service

The Downtown Winnipeg BIZ reserves the right to withdraw, at its discretion and at any time, this Request for Proposals.

Late submissions will not be accepted. The Downtown Winnipeg BIZ assumes no responsibility for late proposals.
